Achievement
	Mr. Chang is one of the few recognized authorities in the coal and coking coal industry in Shanxi Province. He is credited to have directed the first transaction to export Chinese coke from Shanxi Province to India, Japan, and South Korea in the 1990s. Mr. Chang was the first to introduce penalty-and-bonus provisions in the sale of coking coal from Shanxi to major steel enterprises, e.g., Anshan Steel and Benxi Steel, in China’s northeast region. He pioneered the production of superfine foundry coke by blending coal briquettes with anthracite fines. He has been entrusted by the Shanxi provincial government to develop, maintain and operate the first electronic platform to trade coal. He is the “go-to advisor” to the Shanxi government in matters relating to coal resources, policy, regulation, and technology. He is credited by Asia American Coal, Inc. to have provided material assistance in navigating the license application to become the first and only foreign entity today to have a majority interest to own and operate a coal mine in southeast Shanxi Province.
